What Counts as a B2B Transaction

A business-to-business (B2B) sale is one where the customer is another company rather than an individual consumer — the payment can cover goods, services, or a mix of both, moving through a card network, an ACH/wire transfer, or another payment platform entirely. A closely related category is B2G (business-to-government): a sale to a local, state, or federal government agency. Both differ from a typical b2b and b2c mix in one key way — the payment data required, and the rate you pay, both depend on how the transaction is coded and processed.

Every merchant is assigned a Merchant Category Code (MCC) by the card associations, based on the products or services the business provides. To access the lower interchange rates available on B2B card payments, your MCC needs to actually identify you as a B2B merchant — and the associations don’t treat this consistently. Visa offers a discounted rate for qualifying MCCs that meet its other criteria; MasterCard also uses MCC codes but doesn’t offer a B2B discount at all.

Data Levels: The Real Lever on B2B Processing Fees

Beyond the MCC, qualifying for lower B2B rates means submitting more payment data with each transaction. Card networks recognize three tiers — Level I, Level II, and Level III — though naming varies: Visa calls them “data levels,” MasterCard calls them “data rates.” Support also varies sharply by network:

  • Discover only processes Level I data — no discount is available for Level II or III.
  • American Express accepts Level I and Level II data, but not Level III, and Level II requires prior approval directly from Amex.
  • Visa and MasterCard accept all three levels without needing prior approval, making them the most flexible for merchants chasing lower credit card processing fees on high-volume B2B accounts.

Whatever data level applies, every transaction still needs the correct MCC identifying you as a B2B merchant first — the data levels add onto that, they don’t replace it.

Level I Data (required for every transaction)

Merchant DBA name, transaction amount, and billing zip code.

Level II Data (Level I, plus)

Sales tax amount, customer code, merchant postal code, merchant tax identification number, invoice number, and order number.

Level III Data (Level I and II, plus)

Product commodity code, item ID or SKU, item description, unit price, quantity, unit of measure, extended price, and line discount.

Level III is the deepest tier, and it shows: capturing that much line-item detail on every sale is a real lift, which is why not every processor supports it well.

Choosing the Right Processing Partner

Not every processor can handle Level III’s data requirements, and not every business needs to go that deep. Some merchants only need Level I to operate; others benefit from Level II; higher-volume B2B and B2G accounts often see the biggest savings at Level III.
